Vision of the Cell

To become a world class centre for the creation of human resources in the field of Intellectual Property Rights (IPR) and to establish systems for seamless integration of IPR in the Knowledge Value Chain in an evolving university framework.

Mission of the Cell

The Tezpur University Intellectual Property Rights Cell (TUIPR Cell) aims to evolve into a centre of excellence in the North Eastern Region in fields related to IPR Education, innovation management integrated with IPR within an educational Framework, protection of traditional knowledge and practices for socio-economic development, and contributing to the development and implementation of IPR Policy in the regional and national context.

Program Educational Objectives

  1. The primary object of the interdisciplinary choice based introductory courses at the UG and PG levels is to create IPR literates by exposing students to operational concepts in IPR.

  2. The object of the choice based interdisciplinary IPR course for the PhD students drawn from diverse departments of the university is to make them appreciate the nuances of IPR and how it is relevant to them in their research process.
The linked object is to give the students an opportunity to apply the concepts they learnt to their own research problems and plan their respective research strategies to avoid “rediscovering the wheel” and at the same time initiate the protection of the Intellectual Property created during their research to aid in speedy transfer to application centres / industries for commercialisation.

  3. A common set of objects of the UG, PG and PhD level choice based interdisciplinary courses is to make the students aware of the relevant community level intellectual property such as Geographical Indications that can be used for socio-economic development in communities.

Program Outcomes

  1. The courses at the UG and PG levels will sensitise the students to issues of intellectual property rights in an academic system so that they imbibe ethical practices at an early phase of their lives, which in the longer run get deeply embedded as good practices, as they step into their professional trajectories.

  2. Researchers with skills in landscaping of technologies based on comprehensive literature searches that include accessing and analysing patent literature and using the same for focused definition of their research problems and working out patent non-infringing solutions to their research problems thereby enhancing the quality of research output and targeting them for possible commercialisation.

  3. A platform with sound foundation for the development of smart human resource with appropriate training to explore new careers in IPR, management of innovation, enhanced employability and entrepreneurs from within the university system.

About The Cell

Tezpur University Intellectual Property Rights Cell (TUIPR Cell) was established in 2009 with a vision to develop human resource in the management of Intellectual Property Rights as an integral part of the innovation process and the innovation value chain in the University. Several patent, copyright and industrial design applications have been filed based on the innovations done in Tezpur University. The Cell has been involved in several IPR awareness and implementation programmes in the University Campus and also across the North East region. The Cell is gradually building IPR consciousness in the Region, not only within the institutions but also among different strata in the society. In 2020, the Department of Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industries, Govt. of India has awarded the prestigious IPR Chair to Tezpur University under the Scheme of Pedagogy & Research in IPRs for holistic Education & Academia (SPRIHA). The IPR Chair Professor and various staff recruited under the scheme operate from the IPR Cell. It is noteworthy to mention that a IPR Chair funded by MHRD was awarded to Tezpur University way back in 2010 which worked with an aim to initiate and execute IPR capability development programmes in the North-East Region.

Government of India framed the National IPR Policy of 2016 to establish a holistic atmosphere, conducive to exploiting the full potential of IP for social, economic, and cultural development. One of the policy’s main objectives is to strengthen IP Chairs in educational institutions of higher learning to provide quality teaching and research, develop teaching capacity and curriculum and evaluate the work on performance-based criteria. Accordingly, the Scheme for Pedagogy & Research in IPRs for Holistic Education & Academia (SPRIHA) was set up to promote IP filings and inclusion of IPRs in academic curriculum.

Thus, a key objective of this Cell is to integrate IPR with the education process to enhance the quality of thinking, propagate a culture of regard and respect for IPR and ensure speedy and accurate identification and protection of innovations arising out of the research work carried out in the University. Also, the Cell shall focus on bridging the gaps between the industry and the academia for technology sharing and mutual research. The Cell aims to aid grassroot innovators in the North-East region to help them realize commercial benefits of their innovations. As the Cell gains experience, it would also act as a think tank on policy matters related to IPR in India with special emphasis on issues relevant to the North-East Region.
