To become a world class centre for the creation of human resources in the field of Intellectual Property Rights (IPR) and to establish systems for seamless integration of IPR in the Knowledge Value Chain in an evolving university framework.
The Tezpur University Intellectual Property Rights Cell (TUIPR Cell) aims to evolve into a centre of excellence in the North Eastern Region in fields related to IPR Education, innovation management integrated with IPR within an educational Framework, protection of traditional knowledge and practices for socio-economic development, and contributing to the development and implementation of IPR Policy in the regional and national context.
Tezpur University Intellectual Property Rights Cell (TUIPR Cell) was established in 2009 with a vision to develop human resource in the management of Intellectual Property Rights as an integral part of the innovation process and the innovation value chain in the University. Several patent, copyright and industrial design applications have been filed based on the innovations done in Tezpur University. The Cell has been involved in several IPR awareness and implementation programmes in the University Campus and also across the North East region. The Cell is gradually building IPR consciousness in the Region, not only within the institutions but also among different strata in the society. In 2020, the Department of Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industries, Govt. of India has awarded the prestigious IPR Chair to Tezpur University under the Scheme of Pedagogy & Research in IPRs for holistic Education & Academia (SPRIHA). The IPR Chair Professor and various staff recruited under the scheme operate from the IPR Cell.
Government of India framed the National IPR Policy of 2016 to establish a holistic atmosphere, conducive to exploiting the full potential of IP for social, economic and cultural development. One of the policy’s main objectives was to strengthen IP Chairs in educational institutions of higher learning to provide quality teaching and research, develop teaching capacity and curriculum and evaluate the work on performance-based criteria. Accordingly, the Scheme for Pedagogy & Research in IPRs for Holistic Education & Academia (SPRIHA) was set up to promote IP filings and inclusion of IPRs in academic curriculum.
Thus, a key objective of this Cell is to integrate IPR with the education process to enhance the quality of thinking, propagate a culture of regard and respect for IPR and ensure speedy and accurate identification and protection of innovations arising out of the research work carried out in the University. Also, the Cell shall focus on bridging the gaps between the industry and the academia for technology sharing and mutual research. The Cell aims to aid grassroot innovators in the North East region to help them realize commercial benefits of their innovations. As the Cell gains experience, it would also act as a think tank on policy matters related to IPR in India with special emphasis on issues relevant to the North East Region.
