STATE ASSAM AT A GLANCEThe state Assam is situated in the North-Eastern region of India, longitude 880 25/ to 960 East and latitude 240 50/ to 280 North, covering an area of 78,438 sq km. The population of Assam is approximately 31,205,576 as per 2011 census with density 398 per sq. km. Assam is surrounded by Arunachal Pradesh, West Bengal, Meghalaya, Bangladesh, Bhutan, Nagaland, Manipur, Mizoram and Tripura. The state consists of two major valleys, Brahmaputra valley and Barak valley, having 33 administrative districts. Major sources of revenue of Assam are tourism, tea and oil based industries. Agriculture is the prime livelihood option for majority of population. Known for its abundance of natural resources, the state is also equally prone to different natural hazards due to its geographical location, heavy rainfall, complex topography and drainage system. Carrying capacity of main outlet of the state, Brahmaputra River, has been decreasing day by day due to heavy sediment transport from upper catchment areas. Now it is one of the major concerns of the state, because this has been directly contributing the unceasing flood problem of Assam and lateral expansion of Brahmaputra and its tributaries. CENTRE FOR DISASTER MANAGEMENTThe Centre for Disaster Management was established in 1997 under central sector scheme (NDM) of Ministry of Agriculture and Cooperation, Government of India. The scheme of NDM has subsequently been transferred to the Ministry of Home Affairs, Government of India during 2002. At present the centre is working under School of Management Sciences of Tezpur University. The centre has been conducting Trainings, workshops, conferences, and awareness programmes on different aspects of Disaster Management for different target groups, either independently or in association with other organizations. The centre is also providing academic supports to other organizations to conduct training programmes and other activities on Disaster Management. During 23 – 26 April, 1998 the centre organized an International Conference on Disaster Management. It was attended by high level state and central government officials, academicians, researchers and senior management professionals from 13 different countries. Centre for Disaster Management is also involved in teaching open elective courses at UG and PG levels as per directives of UGC and MHRD. The Centre in association with Department of Environmental Sciences of Tezpur University is also offering Post Graduate Diploma in Environment and Disaster Management under Distance Education Programme of Tezpur University. Field study by staff of CDM along with members of NGO Two reports on “Flood Hydrogeomorphology and Flood Hazard of 1998: A case study of Sonitpur District, Assam, India” and “Flood Hazard, Flood Damage and Disaster Risk Assessment of Sonitpur District, Assam, India” were prepared by the Centre and submitted to the Ministry of Agriculture and cooperation, Govt. of India. A meeting of river experts from IIT, Roorkee; IIT, Guwahati and other organizations was convened during 26 – 28 August, 2007 for short and long time damage mitigation measures of disastrous flood and bank line erosion of Jia Bharali river. Based on recommendations of the experts, Water Resources Department of Govt. of Assam in collaboration with the centre prepared flood and erosion risk mitigation project. The Centre for Disaster Management is also involved in organizing Mock Drill on disaster response and firefighting time to time.
