Library Rules

  Central Library, Tezpur University housed with text books, reference books, news papers, magazines, and audio-visual documents, etc.organised with best available tools & techniques. Apart from the print resources, a good number of electronic resources comprising e-journals, online databases, gateway portal to e-journals are made accessible to the users on 7 x 24 basis within the University campus.

Following rules and regulations are in force in this library :
   
  1. Admission to the Library

All members of the Tezpur University shall be allowed admission in the library.

Any other person with permission of the Librarian/Dy. Librarian/Assistant Librarian may enter the library. The right of admission shall be denied to a person if in the opinion of the Librarian/Deputy Librarian/Assistant Librarian, he/she is:

  • Of unsound mind.
  • Intoxicated.
  • Shabbily dressed.
  2. Entrance Inside the Library:

Persons acquiring right of the admission as under 1. above, before entering/leaving the library shall:

(a) Sign a register specially provided for the purpose by legibly entering all the columns. The signature shall ensure that the person concerned agrees to abide by the rule and regulations of the library.

(b) Deposit all personal belongings; such as bag, umbrella, file, private books(s), etc. at the property counter of the library.

(c)Shall allow the security personal at the entrance of the library to examine everything while passes in to or goes out of the library.

  3. Membership:

The following categories of persons shall become members of the Tezpur University Library by default:

(a) All the faculty members of Tezpur University

(b) All the regular students and research scholars of Tezpur University

(c) All other regular employees of Tezpur University

Provided that a person other then the above categories may be allowed to become member of the library as a special case on a request in writing from the person concerned. The decision of the Librarian in this regard shall be final. If a person is allowed to become a member of the library he/she shall pay an annual membership fee and security deposit.

All eligible members under (1) above shall fill up and sign a membership registration form available at the circulation counter of the library.

  4. Hours of Library

On all working days:       9:00 - 24:00 hrs

Saturday & Sunday:      10:00 - 21:00 hrs

The above timings of the Library are subject to change from time to time which will duly be notified in the Notice Board of the Library/University

  5. Rules of Lending of Books

(a) The privilege of borrowing books from the library is restricted to the registered members only.

(b) Each member will have a Identity Card cum Reader's Ticket according to the category to which he/she belongs to.

(c) The Identity Card cum Reader's Ticket is not transferable.

(d) Student members must come to the library personally and tender his/her Identity Card cum Reader's Ticket at the circulation counter at the time of transaction.

(e) Membership of a student shall remain valid till he/she remains on the role of the University.

(f) The librarian may recall any book from member at any time.

(g) Loose issues of periodicals are not for issue except for faculty members for only one day.

(h) NO OBJECTION CERTIFICATE:  A No Objection Certificate may be issued to members only on returning all books borrowed and surrendering the readers ticket.

(i) RENEWAL OF BOOKS ON LOAN:  The books lent out to a member may be renewed provided the books in question is not reserved by other users.

(j) RESERVATION OF BOOK :  A member may get book(s) reserved for loan by filling in a prescribed reservation form available at the Circulation Counter. If the member fails to collect the books(s) within 5 days from the date of intimation; the reservation may be forfeited and such book(s) may be issued to other members.

(k) GATE PASS: A Gate Pass will be issued by the circulation counter for each book issued to a member. The Gate Pass along with the issued book will have to be handed over to the Security Personal on duty for verification. After verifying the particulars, the Security personal will deliver the books to the borrower keeping the Gate Pass for record.

  6. Check out Limits (only books):

Student: :   5 books for 15 days with one time renewal facility
Faculties:  10 books for 180 days with one time renewal facility
Staff /Project fellow:  3 books for 15 days with one time renewal facility


  7. Overdue Fine

Student@ Rs.3/day

Research Scholar @Rs.10/day

Faculty Member @Rs.20/day

Staff/Project fellow etc @Rs.5/day

  8. Loss of Library Identity Card Cum Reader's Ticket

The loss of Library Identity Card cum Readers Ticket should be reported immediately in writing to the Librarian and a fine of Rs.20/- will be charged for re-issue of a ticket.

  9. Loss or Damage of Borrowed Books

The loss of books borrowed by a user in his/her custody, the borrower shall be liable to replace the book or bear the cost of replacement. If the replacement is not done within 15 days, the defaulter will be charged as follows:-

(a) Three times the cost of the book, if the book is in print.

(b) Four times the cost of the book, if the book is out of print.

(c) If the book of a multi-volume set is lost or damaged, the member concerned shall be liable to replace the whole set or pay the cost of the same on the above line.

  10. General Rules

(a) All kinds of personal belongings except notebook are supposed to be kept in the property counter at the entrance.

(b) Silence is must inside the library.

(c) Mobile phone in vibration mode only is permissible.

(d) Member shall not smoke or spite in any part of the library.

(e) While browsing books, no book should be replaced by the user on the stack themselves.

(f) Books once picked out from the stack should be left in the reading table if not issued out.

(g) The physical condition of the book should be checked while checking out. Mutilation of pages if found is to be brought to the notice of the circulation in-charge. Otherwise, the borrower himself/herself shall be responsible for mutilation of the book if detected afterwards.

(h) Underlining, marking, folding of pages, etc. in the book is strictly prohibited.

(i) Upon any infringement of the library rules, members shall forfeit privileges of admission and membership of the library.

(j) The librarian reserves the right to suspend or delinquent membership of any member found misbehaving, abusing the library staff or behaving in an indecent manner.

(k) The members caught tearing of pages/stealing books or otherwise mutilating books will be suspended forthwith from using library facilities and further disciplinary action will be initiated against him/her by the university.
