    Introduction

    The Dr. Ambedkar Centre of Excellence, Tezpur University, was established vide Tezpur University’s Notification No. F.18-50/2022(GA-1)/634 dated 30/05/2022 in accordance with the terms and conditions laid down in the Memorandum of Understanding (MoU) signed between Tezpur University and Dr. Ambedkar Foundation, Ministry of Social Justice & Empowerment, Govt. of India, on April 22, 2022, at Banaras Hindu University. The Centre is a part of the Dr. Ambedkar Centres of Excellence (DACE) Scheme which was nationally launched by the Union Minister of Social Justice & Empowerment Dr. Virendra Kumar on April 22, 2022, from Banaras Hindu University, Varanasi. The Scheme is implemented by the Dr. Ambedkar Foundation through the empanelled central universities/institutes across the country.

    In the first year, the benefit of free coaching under the Scheme was given to Scheduled Caste (SC) students only and the first batch of students received coaching during October 2022 – September 2023. At Tezpur University, 45 SC students enrolled in this batch out of which 11 students cleared the APSC Preliminary Exam. and three students were successful at the APSC Main Exam. held in 2023.

    In the second year, i.e., 2023-24 batch, the benefit has been extended to economically disadvantaged Other Backward Classes (OBC) category also apart from SC category.

    Ojectives

    The objective of the Scheme is to provide coaching of good quality for economically disadvantaged Scheduled Castes (SCs) and Other Backward Classes (OBCs) candidates to enable them appear in competitive examinations for obtaining appropriate jobs in Public/Private Sector and/or for securing admission in reputed technical and professional higher education institutions.

    IMPORTANT INFORMATION ON THE FREE COACHING SCHEME FOR SC AND OBC STUDENTS

    Important Information (candidates are advised to carefully read all paras)

    • The Scheme: The coaching programme is under the ‘Free Coaching Scheme for SC and OBC Students’ of the Ministry of Social Justice & Empowerment, Govt. of India, implemented by the Dr. Ambedkar Foundation (DAF) through the empaneled central universities.
    • Coaching/Course: Coaching will be imparted at Tezpur University primarily for examinations for Group A and B posts conducted by UPSC and APSC.
    • Income Certificate: Income declaration of self-employed parents/guardian should be in the form of a certificate issued by a Revenue Officer not below the rank of Tehsildar/Circle Officer. Employed parents/guardians are required to obtain Income Certificate from their employers and submit a consolidated certificate from the Revenue Officer including any other/additional sources of income.
    • SC/OBC Students of Minority Community: SC/OBC candidates belonging to a Minority community may apply under the similar scheme(s) of the Ministry of Minority Affairs, or the State Govts., as the case may be.
    • Entitled Number of Benefit: Benefit under the Scheme can be availed by a particular student not more than twice, irrespective of the number of chances he/she may be entitled to take in a particular competitive examination and irrespective of the number of stages in the exam. The student will be required to provide a declaration that he/she has not taken benefit more than twice under the Scheme or any other similar coaching scheme run by the Central or State Government.
    • Attendance of Students: The Central Universities shall ensure recording of Aadhar based biometric attendance of the students and shall share the same with DAF on a monthly basis with specific mention of the students absenting themselves for more than four days in a month. If any student is absenting himself/herself without acceptable reason like medical or household emergency, his/her candidature for the scholarship shall be cancelled.
    • Course Fee & Stipend: A course fee of Rs. 75,000.00 per student and a monthly stipend of Rs. 4000.00 per enrolled student will be provided under the scheme. An additional amount of Rs. 15,000.00 shall be paid to those students who clear the Main Examination of the Central Civil Services / State Civil Services for Class I and II posts.
    • Mode of Payment: As per guidelines of the Scheme, “All the admissible payments shall be released to the students through DBT in their Aadhar enabled bank accounts. The fee and stipend shall be released in two installments of 50% each of the admissible amount. The first installment shall be released immediately at commencement of the course and the second installment will be released after conclusion of more than 75% of the course duration. The students will be required to remit the portion to the institution fee immediately and in any case not exceeding 15 days, to the Central Universities where they are receiving coaching.”
    • Performance Appraisal: The Central University shall require to forward the performance of the students coached by it as per the performance criteria fixed as prescribed in Annexure-B of the guidelines.
    • Monitoring and Coordination: The Ministry shall monitor the implementation of the scheme in association with DAF by keeping a regular watch and obtaining periodic reports from the Central Universities. A physical verification of at least 25% of the students / central universities chosen randomly through an algorithm shall be done annually by the Ministry in association with DAF. The DAF shall prepare an Online Learning Management System for the purpose of monitoring and coordination of the scheme.
    • Duration of Coaching: The duration of the coaching programme will be 12 months.
    • Total Number of Seats: The projected total number of seats is 100.

    Eligibility Criteria

    • Deserving students belonging to SC and OBC communities, having a total family income of Rs. 8.00 Lakh or less per annum from all sources.
    • The aggregate marks/percentage in Graduation, XIIth and Xth should not be less than 50%.
    • Out of total seats, 70% seats will be reserved for students from SC communities and rest 30% for students from OBC communities.
    • 30% seats will be reserved for women candidates in both the categories.
    • Each student needs to have a valid Aadhaar number and a bank account seeded therewith.

    Selection Process

    • The candidates are required to submit online applications on the official website of DACE-TU by the given last date.
    • Based on the above-mentioned criteria, the eligible students will undergo a Screening Test and the selected students will be enrolled and inducted into the coaching programme.
